Mr. Jacob D. Sichone

PROFILE

Jacob D. Sichone has since March, 2016 been a Lecturer in the School of Social Sciences (SSS) under the Department of Social Development Studies. Among the previous positions that Jacob has held includes the following:

i)           Programme Coordinator; Social Work Programme under the then Institute of Distance Education (IDE) of Mulungushi University: March, 2011 – March, 2016;

ii)         Senior Consultant; Research in the Research, Consultancy and Development Division (RCDD) of the National Institute of Public Administration (NIPA): July, 2009 – February, 2011;

iii)        Consultant; Project and Programme Development in the Research, Consultancy and Development Division (RCDD) of the National Institute of Public Administration (NIPA): October, 2003 – June, 2009;

iv)       Research Assistant/Programme Officer at the National Social Safety Net (NSSN); a project of the Government of the Republic of Zambia (GRZ)/Ministry of Labour and Social Security (MLSS); component of the National Social Sector Rehabilitation and Development Programme: November, 2002 – September, 2003; and,

v)         Part time Tutor/Staff Development Fellow at the University of Zambia (UNZA) in the School of Humanities and Social Sciences, Department of Social Development Studies (SDS): April 2004 – April, 2006

Besides the above mentioned roles, Jacob has also held a number of Internships as well as Research Assistantship positions in a number of Institutions, among them: CARE International, Programme of Support for Poverty Elimination and Community Transformation (PROSPECT); Women in Law and Development in Africa (WILDAF); Development Aid from People to People (DAPP), Children’s Town in Chibombo Rural; as well as in the Research, Monitoring and Evaluation Unit of the Irish Aid Project Support to the Kamanga Urban Upgrading Project.     

In terms of qualifications, Jacob holds a Masters in Social Policy obtained from the University of York in England, United Kingdom. He also holds a Bachelor of Social Work (BSW) degree obtained from the University of Zambia (UNZA). Jacob also holds a Diploma in Distance Education and Open Learning obtained from the Open University of Tanzania (OUT) under the auspices of the SADC Centre for Specialization in Open and Distance Learning (ODL) 

Given his specialization and experience, Jacob has been actively involved in training programmes of Mulungushi University including in the area of programme reviews and development. He has been an active contributor to the Social Work Programme, both Undergraduate and Postgraduate Programmes. He is also actively involved in Learner Support Programmes including Field Work as well as Research Project Supervision.

In terms of teaching, Jacob currently teaches two postgraduate courses on the Masters in Social Work (MSW) Programme, namely, Globalization and Social Policy as well as Social Policy Analysis. Among the undergraduate courses that he currently teaches include, Social Development Planning; Social Policy Analysis; and Introduction to Social Work.           

Jacob’s current research interests revolve around issues related to Governance and Structural/Legal Reforms; Public Finance; Social Development/Protection or Welfare Systems, Policies, and Programmes in Developing Countries; Socio-Cultural and Political History/Development; Gender Studies especially the area of Power Relations; Housing/Human Settlements; Human Development from a life course Perspective including issues related to Child and Youth Development; Education & Curriculum Reforms; Employment; Social Security and Later Life Issues; Results Based Planning and Management; Project/Programme Evaluations or Reviews; Open & Distance Learning (ODL) as well as Qualitative and Mixed Method Research Designs/Methodologies

Given the many years Jacob has spent in academic as well as in professional development institutions; he has actively been involved in the provision of consultancy/advisory services to a number of Public Service and Quasi-Government Institutions as well as None Governmental Organizations (NGOs) including Charities. These consultancy/advisory services have mainly been in the area of Capacity Building; Strategic Plan Facilitation and Development; Contracted Research; and related others.  Among the Institutions Jacob has provided consultancy/advisory services as indicated above include; Sinazongwe Local Authority; Lifeline/Childline Zambia; SOS-KINDERDORF International - Regional Office, Zambia; the Jesuit Centre for Theological Reflection (JCTR); DISACARE Zambia; the Government of the Republic of Zambia (GRZ) through the Ministry of Education (MoE) then; the Zambia Public Procurement Authority (ZPPA); the Alliance of Mayors and Municipal Leaders Initiative for Community Action on AIDS at the Local Level (AMICAALL); Cabinet Office through the Public Service Management Division (PSMD), Department of Human Resources and Development (DHRD);  the National Assembly of Zambia; JICA Supported Participatory Village Development in Isolated Areas (PaViDIA); the Golden Valley Agricultural Research Trust (GART); the Non-Governmental Organisation Coordinating Council (NGOCC); and Cabinet Office, Policy Analysis and Coordination Division (PAC)

In the recent past, Jacob has also made relatively significant contributions in the area of Public/Community Service. Having been appointed by the Ministry of Community Development and Social Services (MCDSS) in November 2016 as member of the Technical Working Group (TWG) on the Social Work Association of Zambia (SWAZ) Bill; Jacob has been part of a core group that has been planning, coordinating/facilitating key milestones including national wide stakeholder consultations, as well as putting together/writing of this Bill. This Bill intends to regulate the training and practice of Social Work in Zambia a move that is expected to enhance professionalism and ethical practice. Jacob is also a member of the executive of the Social Workers Association of Zambia (SWAZ) which is Zambia’s recognized affiliate of the International Federation of Social Workers (IFSW)

Jacob has also been and continues to be the Mulungushi University/School of Social Sciences (SSS) contact person/desk officer for the International Association of Schools of Social Work (IASSW)
