This short course provides an understanding of land governance systems in Zambia, highlighting the dual tenure system, key institutional frameworks, and the actors involved. It delves into the multifaceted issue of land corruption, exploring its forms, root causes, and diagnostic tools. Students will engage with the principles and application of Fit-for-Purpose Land Administration (FFPLA), with a focus on customary land areas. The course also covers strategies to address institutional vulnerabilities and develop effective anti-corruption frameworks, with emphasis on monitoring, evaluation, and accountability mechanisms tailored for the land sector

Course Objectives
At the end of the course, learners will be expected to be able to identify and critically assess various forms of land corruption, including bribery, illicit land allocation, and institutional vulnerabilities within land agencies and also have an understanding of land governance.

MODULE 1 LGA101 Understanding Land Governance in Zambia-
● Definition and principles of land governance
● Overview of Zambia’s dual land tenure system
● An overview of Zambia’s land governance structures.
● ( key actors: Ministry of Lands, traditional authorities, local councils, civil society)
● Legal, Policy and Institutional Frameworks
MODULE 2 LGA111 Land Corruption in Zambia
● Forms of land corruption, e.g bribery, illicit land allocation, document forgery, rent-seeking behaviour
● Institutional vulnerabilities in land agencies, e.g., weak oversight, discretion in approvals
● Tools for diagnosis, i.e Vulnerability assessments and Transparency International Zambia (TIZ) Land Corruption Scorecards
● Transparency tools, i.e Open Government Data (OGD), E-government, and the National Land Titling Programme
MODULE 3 LGA102 Fit-for-Purpose Land Administration (FFPLA) in Zambia
● Concepts of FFPLA and tenure-responsive planning
● Use in customary areas: collaboration with traditional leaders. Examples: Chipata District land demarcation project
● Stakeholder engagement and mapping
MODULE 4 LGA112 Anti-Corruption Strategies in Zambia
● Identifying capacity gaps, i.e ICT infrastructure, record-keeping, technical expertise
● Designing realistic anti-corruption strategies for institutions
● Monitoring and evaluation tools for anti-corruption reforms
● Developing accountability metrics for land service delivery
